JAOSA, INC. ORGANIZATIONAL RULES

 

 

RULE # 1 – GRADE CLASSIFICATION

 

A.                  Divisions:  Pre-K, K, 1&2, 3&4, 5&6, 7&8

 

B.                  Qualified players may move up to an older age bracket with approval of parents and JAOSA, Inc.

 

C.                  Qualified players may move down to a younger age bracket only under special circumstances with approval of parents and JAOSA, Inc. (these players will not be able to compete in tournaments.)

 

D.                  The Pre-K, K, 1&2 Grade brackets are emphasized as a learning bracket.  At the referee’s discretion some rules may not be strictly enforced until the players become more knowledgeable with the basics of the game.

 

RULE # 2 – REGISTRATION

 

A.                  JAOSA, Inc. will conduct registration five weeks before the start of a season.

 

B.                  Registration will last 2 weeks.

 

C.                  The Executive Committee will set registration fees.

 

D.                  Refunds will not be allowed after the first game, except as directed by the Executive Committee.

 

E.                  No person will be denied the opportunity to participate for financial reasons.  The Executive Committee has the power to waive the registration fee.

 

F.                  Late registrations will be accepted up to one week before the first game if there is sufficient openings at the digression of the Executive Committee.

 

RULE # 3 – SEASONS

 

A.                  Spring season begins in March and ends with the last game.

 

B.                  Fall season begins in September and ends with the last game.

 

C.                  The Executive Committee will designate start and finish for each season.

 

RULE # 4 – LEAGUES

 

A.                  For regular season play, a minimum of three teams in any age division constitutes a league.

 

RULE # 5 – LEAGUE STANDINGS

 

A.                  Wins, losses, and ties will determine placement of teams.  Points as follows:  6 points for a win, 3 points for a tie, and 1 point for each goal scored (max of 3), 1 point for a shut out.

 

B.                  When two teams are tied, and it is necessary for the tie to be broken, tie breakers will be as follows:  head to head record of play, least goals allowed for the season, most goals scored for the season (max 3 per game).  If still tied a playoff game will be scheduled.

 

RULE # 6 – AGREEMENTS

 

A.                  A player must be under agreement before playing in a regular season game.  This is an agreement by the player’s parent or natural guardian to allow the player in JAOSA, Inc.’s program.  The agreement shall include a release by the parents of liability on the part of JAOSA, Inc. on a form approved by the Executive Committee.

 

RULE # 7 – LEGAL TEAM

 

A.                  In all divisions, not less than 11 or more than 16 boys and girls will constitute a legal team.  Modified rules will apply for Pre-K, K and 1&2 grade divisions.

 

B.                  A player lost to the team for the remainder of the season may be replaced at any time, if loss puts team under the minimum of 11 players.

 

RULE # 8 – COACHES RESPONSIBILITY

 

A.                  Any coach playing a player not on the roster as determined by the JAOSA, Inc. will forfeit that game.

 

B.                  At each game, the coach will have a copy of the team roster, which may be examined by the opposing coach.  This request may be made only before the start of the game or at half time.

 

RULE # 9 – PROTESTS

 

A.                  A protest concerning a particular game and any incident which occurred during this game may be lodged, if it is alleged that Rule or Law was incorrectly enforced (Judgment calls by the referee are not protestable).

 

B.                  An informal protest must be made to the referee, through the captain, preferably at the time of the incident, and in all cases before the referees and teams have left the playing area.  The opposing coach must also be notified by the protesting coach.

 

C.                  A simple or vague complaint about a call or calls does not suffice, the word “protest” must be used, and the reason for the protest made clear.  (If this is done at the time of the incident, a mistake by a referee can often be easily rectified without a need for further action.)

 

D.                  The informal protest must be followed by a submission of a formal, written protest, to JAOSA, Inc. by midnight the following day.  A fee of $15.00 must accompany the protest, which will be refunded only if the protest is allowed.

 

E.                  JAOSA, Inc.’s Executive Committee will decide on any protest filed.  The decision will be made before the next regularly scheduled game or tournament game, and submitted in writing to both coaches.  Protest decisions are final and may not be appealed.

 

F.                  A protest concerning an illegal team or an ineligible player does not require the $15.00 protest fee.

 

RULE # 10 – FORFEITS

 

A.         A team must field no fewer than seven (7) players at the scheduled starting time. 

If the seven player requirement is not met by one team, the game is recorded as a forfeit to the other team.  If neither team meets these requirements, it is “no contest” and must be rescheduled.  If a forfeiting team presents evidence of extenuating circumstances acceptable to JAOSA, Inc. the forfeit may be rescinded and the game is rescheduled.  The evidence must be submitted within 48 hours of missed game.

 

RULE # 11 – PARTICIPATION

 

A.                  In all divisions every player present shall play at least the equivalent of one-half of every game unless injured and notification is made to the referees and the opposing coach before the game is started or when injury occurs.  PENALTY – Forfeiture of any game where violation occurs.

 

B.                  Practices and team activities are limited to three during any calendar week (except for tournaments) and shall not exceed 90 minutes in duration.  Shorter time periods are recommended for beginning age groups.

 

C.                  Whenever possible the size of the field should be proportioned to the age division using it.

 

RULE # 12 – BALL SIZES AND GAME DURATION

RULE # 13 – EXCEPTIONS

 

JAOSA, Inc. reserves the right to make exceptions to the above rules provided it is in the best interest of the players and is approved by the JAOSA, Inc. Executive Committee.

 

Pre-Kindergarten, Kindergarten and 1st and 2nd Grade will use special modified rules per USYSA guidelines

 

PLAYING RULES

 

JAOSA, Inc. will follow rules as per defined by FIFA, except as otherwise modified by JAOSA, Inc.
